These three terms are often confused. Here is the hierarchy:

Can a deactivated record be recovered?

It depends on the reason for the deactivation:

Accidental deactivation (you deleted it)

Within 7 days: Contact Google Business support. Restoration is sometimes possible.

After 7 days: The data is usually lost. You will have to create a new listing and start from scratch (without your old reviews).

Deactivation by Google (penalty)

For a minor violation: You can try appealing and explaining the corrections made. Success varies.

For proven fraud: Google generally refuses to reactivate the listing. You'll have to create a new one—but be aware that Google may deactivate it again if the underlying problem isn't resolved.
